New Mexico Laws allow a homeowner to act as the general contractor for constructing or altering their primary residence and obtain required project permits without becoming a licensed contractor. The homeowner must comply with all provisions of CILA, regulations, standards and codes including requirements for workers compensation insurance. If hiring employees homeowners must perform all Taxation & Revenue Department reporting requirements. All homeowner's subcontractors are required to be licensed and permitted their own work.
