I started in home improvement as the son of intrepid DIY'ers that spent most three-day weekends building decks, painting, or landscaping. My experience includes a civil engineering degree from Virginia Tech and license as a professional engineer, design and project management on municipal water and sewer systems, construction of a modest project in Sudan using compressed earth blocks, and multiple light frame building and remodeling projects.
West Virginia does not require a homeowner to be a licensed contractor if they are doing work on their home. The homeowner must state this prior to commencing any work when applying for a building permit. If the homeowner does not do all the work himself, he must hire a contractor who is licensed by the State of West Virginia.
